I have a song file that I want to upload for my friend's bday party, and it is only 11.something KB
It won't work though, how can I fix it?

That's 1.63 MB. It's way too large.

So how can I make it small enough without taking some of the music away?

You can't, really. You can use a music compressor program but that'll eat the quality out of it since it's so far over 1MB.
