You should turn on device authentication so it's harder to compromise your account.

I've got two-step authentication for my email account and device authentication for steam on. In order to get into my steam account, someone would need to get my steam password, my email password, and steal my phone and guess the password to unlock my phone.

Well you can still turn on device authentication. As far as I know, two-step verification by a randomly generated security token (outside of enterprise email services) is something that's only offered by Google at the moment, so you need a gmail account. However; as long as you can receive voice or text messages, google can text or call you and give codes too. You can also print out a list of codes and carry them around in your wallet, but it will only generate 10 at a time and if you use the 10th one before generating more codes then you're pretty much locked out of your email forever.
