I don't think someone would break both legs by getting hit by a car going 25-30 mph. Either you were richarding around on a highway or making this up.

You know roads have different speeds other than 25 and 60.

You can recover from a broken neck without paralysis, as long as the force isn't to traumatic to the spinal cord, but it's a higher chance of death or paralysis I think.
