Normally a good anti-histamine cream can be enough for mild cases.
And it's not unusual for it to cause cuts.
Just be careful to keep it clean or use anti-bacterial wipes around the area.
Eczema is a winter thing.

It's not completely red, just kinda rough.
It could just be a form of eczema or even a rash from an allergy.
If it's itchy use an anti-histamine cream but if you're concerned then visit your GP, a school nurse or even just a chemist.
You don't need to go with a parent to the GP either. Although, knowing Doctor's, you might wish to phone ahead and get an appointment (Although these can be set up to 2 weeks later) instead of turning up and having to wait hours.

Eczema is a winter thing.

And even if it were, it's still February, which is Winter.
