Can you buy Blockland if you live in Canada?

Basically Blockland has 3 purchasing methods, Amazon, Paypal, and by mailing. My friend who lives in Canada wants to buy BL but we are not sure if he can. Mailing is not much of an option for him but when I click to purchase by Paypal it says $19.95 instead of $27.00. I also noticed that Amazon has a Canada version or something but would this work for Blockland?

I bought it using a mail order when I was like 10 and my mom didnt want to use credit  cards.
