my mom has a laptop with a 2GB Radeon HD 4200 and 4GB RAM, but it has a 1.2GHz athlon X2.

All-in-one PCs typically have tons of RAM and a stuff GPU/CPU
It's not the Athlon II that's bad, people think the clock is everything when in reality it's not.
For an All-in-one PC that's pretty good.
