Let's get some facts straight first. I sucked at using images for something, so I'm going to try text instead.
The name doesn't necessarily mean that it has to take place in the Imperial City, although it will begin near it.

You just woke up, on a bedroll in some plain. The Imperial City is visible in the distance. You don't really remember much about yourself, although you have plenty of knowledge on everything except for you. What race are you? You can't remember your name either, you'll surely need one of those in order to properly function in society.

The only place you can think of guaranteed dealers would be in Elsweyr, but you don't want to walk all the way and you don't have any money for a carriage.
Maybe a Thieve's Guild member could show you the right direction?
