Right click the folder and click properties then try unchecking read only.

EDIT:Also make sure to click apply and besides that, Make sure you have enough space as that might be causing the problem.

i joined my friends server about like 10 mins ago, im on file 32 of 80, and before id be on in like 5 secs

I said that it'll load for a while if you join a server with many addons right after deleting cache.db.
Cache.db holds all the info from servers you've been to, and when you delete it will have to load for a while when joining servers because the new chache.db doesn't already have that info.

It's normal and is supposed to happend.
