There's a difference between pirating a movie and downloading a pirated movie. If he's the one buying the movies, ripping them, and then distributing them, then he's going to get forgeted hard if he's caught.

The rule applies to people talking about partaking in it. He's simply asking an opinion about how to deal with someone he knows who does.

This is the same thing as people saying they will report you simply because you put the words "I don't care" into your post. If Badspot only cared about these keywords, he could easily set up a filter that either blocks these posts from being made or bans the people who make them. It's all about context.
