saying 'net neutrality disappears' is stretching the severity of this quite a bit

piracy is already against the law, there just hasn't really been any way to enforce it. adding ways to enforce it isn't really going to make the net any less neutral.

Most ISPs have a provision that says they will not monitor "normal usage" unless asked by authorities. It would violate their own terms. If you do not actually use a chunk of bandwidth, you shouldn't be noticed.

Now, in an HTTPS connection, the most data the ISP can see is what host is the data going to and from, but that's about it.
