Help: Steam Paying Problem

Heyo guys, I need some help. So there's a lot of payment methods for Steam, and I wanted to use PayPal for once. So I set up a PayPal account and my friend sent me $5 through PayPal so I can buy the game I wanted to get, but I have an issue. It says that I need to verify my account which requires a credit card, or I have to link my Bank Account. The only problem is: I have neither of those two things. I was wondering if it was still possible to make the purchase and complete the transaction without verifying my account so I can buy a game on Steam. Thank you!
