batch is just a command line interpreter. batch files aren't real programs, they're just commands that you can enter in your own command prompt. i wouldn't recommend batch for programs

What does IDE stand for?  (Sorry if I sound like I know nothing here.)

An IDE is an Integrated Development Environment.

Other than LUA, you can't really make much with just HTML and batch scripts.

Unless you mean for the icon you click to open it. You have to export it as an exe somehow, not sure how to do this.
