Except the Off Topic board has 47,627 threads out of 153,107, making the Off Topic board count for approximately 31.1% of the forum's threads.  Furthermore, the Off Topic board is the only board with more than 20,000 threads.  Here, let this image speak a few thousand words;

It's safe to say that Off Topic is the biggest part of this forum community.  More people post in Off Topic to discuss things that are not related to Blockland at all.  He's trying to moderate what can go in Off Topic and what can't.  I hate the Anime Hot Girls thread because I hate anime but I'm not throwing a fit about it.  If you don't like something, just don't pay any damn attention to it Aph.  Just grow up, be mature and ignore it for forgets sake.
