your computer is obviously a windows, so it should have come with IE. switch to IE, open up same youtube video and see if it's a problem with chrome or with your computer.

Chrome comes with its own version of Flash, maybe you need to update the flash that comes with IE, and if not try the Beta version of chrome instead of the stable version.

Or if your on Beta try getting Stable.
