You need a program like Photoshop or something that can make/edit animated pictures and resize them within the 75 pixel height and width limit

You're going to need a image hoster provider like Imgur, to post the image, or you can attach it as a file on the forums when you make a post.

You have to upload it on an image hosting site like Photobucket (but that requires an account), Imgur, or Tinypic or you can use the forum attachments feature by clicking the Additional Options button below the message box on the Post Reply page

Copy the link and add [ img] before the link and [/ img] after the link. (Minus the spaces)

Paste the link, highlight it and click on the button at the top of the post entry box that looks like a photo then click post
