If you get a skateboard and want to customize the deck, how would go about doing so?

Take out the hardware. You can change;
Hardware
Trucks
Bushings
Bearings
Wheels
Grip tape

Added a few good hardware websites to the OP.

Fixed.
Do your parents not allow you?
It's hard in the beginning but after a while it is great, it feels great and all.
+ if you're fat Skateboarding is good for fitness (This was proved by a famous professor)

I looked at "started by" and expected to see Skateaton.

I think its time, I live next door to a public skatepark and I'm bored of video games. I might just get back into skating. I think I'ma do what I usually do and get really expensive trucks and wheels and cheap bearings and board and just keep changing my bearrings and board and use my trucks for like 3 years.

also http://www.the-house.com/skateboards.html seems like one of the best websites for cheap boards I know a lot of friends who have bought snowboards from here but never a skateboard.

You're better off splurging on bearings. Look into ceramic bearings. They don't rust, they don't wear out. They practically last forever. They're a bit pricey, but they're great.
