1. Even if something like that would be made, the amount of datablocks would be quite a bit.

It's more than just that, you've got contracts that would spin most peoples' head, fees, more talking.
Badspot is the one who would have to ask lego, and from what I've seen of his posts, he's got a personality that doesn't really focus on suggestions like this.
Finally-
You're kinda basing this off of a show aimed at a much younger audience, such as yourself.
Just about every single modder is older than you, from what I've seen, and they might not be too inclined to make something like this.
