Dead Online Server >_<

So uh yeah.....I'm pretty sure a lot of other people have questioned about this but,
whenever I make a server, everyone else sees it as dead, even when I'm there,
or maybe nobody feels like joining.
WARNING: A Bump Has Been Detected.

Just wondering how to fix this problem because whats the point of making a Internet server if nobody joins?
