What is this freaky occurance of youtube

So, occasionally if I'm watching a video on youtube and I set it to 480p then fullscreen before it's loaded, it makes this really REALLY strange noise. Here I recorded it so you can see what I'm talking about (I set the volume to low because on full volume that noise is really loving loud):

There are many reasons, although I'd bet on encoding differences and/or shifting video quality which may sometimes cause video/sound distortions during the change.

Sounds like the noise the old Pokemon blue and red made when they were dusty. Haha.

On a serious note; just refresh the page and it should be fixed. That or change to a different quality.
