you dont need a rocket, nor even to be attacking the US to be doing that.
any country with nukes can do such a thing.

they could have a warhead just sitting on a ship pulling into an allies's port like Japan, Australia, South Korea.

or even by truck to india.

any of these close allies attacked by N'K would trigger a ww3
north korea, syria, iran, china, and russia are all very close. thats why we cant simply attack any of them. if any of them were attacked or attacked one of us, that would define ww3 instantly.
