I don't believe you.

change the ip address to 192.168.15.143

If it don't work, check your firewall, and call your internet provider to see if they have their bridge ports open.

God I never thought I would miss my ethernet cable.
Irrelevant. Wireless networking doesn't disable ports from being forwarded from your address.
Blame your ISP or call them on what to do.

My ethernet cable broke, and I had to start using wireless, and now my hosting doesn't work. thats why I said that.

it's still irrelevant

remove any rule from your previous IP for forwarding 28000-28032 and try remaking it
also post your current IPv4 settings, IPconfig, and Port Forward configuration.

I don't know as I don't host servers from my current computer - but have you changed your IPv4 settings to what is on the router?

That might work?

if the router is anywhere in the range of "average" or better, it'll warn him if he tries to cross-forward.

well dealing with D-Link routers I can tell his is around the WBR-2310 days in router mode
so yeah it's pretty decent

In the image it says it can enter ports 1020-5000, the BL ports are 28000..that could be a problem but I doubt it.
Plus...not to get in your bizz but why would you want to host if you have Dial Up...or at least have Dial Up selected on BL (not a smart option, makes game loading slow).

You can try some of these,

Change the port numbers to only 28000

Try 192.168.15.143 to enter in the "IP Address" or try selecting the drop down list from "Computer Name"

If none of this works then I have no idea what to tell you, Port forwarding is easy as hell. If you are restarting your PC when doing this then that can be the problem, you need to set your IP to static on windows, but only if you are restarting each time.

Also, do you have anything similar to a Sonic Wall? Or main firewall that controls all of your routers? If you do then you need to Port Forward there and  not on you're router.

Speaking of routers, I once had a router that couldn't forward ports over 10,000

I've had this router for awhile and back in v13, I was hosting after I port forwarded.
