NYC has the larges population in the US, and is the heart of the worlds economy. It will get attacked if anything. They aren't going to attack a field in Texas, as they know what will happen after either way.

The entire UN would. In fact, they are going to. This will start the war.

The way I see it, the UN attacks North Korea(who is already threatening attacks). Life goes on for a week. North Korea nukes NYC, and we can't get our troops out fast enough to nuke them back, and they keep nuking us from various locations.
