No, seriously, it is.  It's all I ever use for pixel art.

That and Game Maker's built-in image editor, but I tend to use that more out of necessity than anything.

Does paint have transparency support? Last I recall, it didn't, and that's pretty bad if you're making pixel art for something other than just display.

I would recommend GIMP, but the people here seem to treat GIMP like a spawn of satan and Paint.NET a godsend.

GIMP is multipurpose, and is perfectly fine for pixel art among other things. It's also cross-platform.

What purposes exactly?  I can't think of anything I've actually ever needed transparency for besides Blockland prints.

maybe if you needed to do lighting effect that would be easier by putting a transparent color layer over everything or something
like in some kind of alarm situation where everything is lit red
or if you were making something that is underwater

that's somewhat specific but transparency can be used for a lot of things

As in, video games. If your sprites have a massive box of white space around them, that's kind of an issue.

you could get around this by having one color set to always be transparent but it would have to be one you'd never use ever

Ah.  I guess that's never really been a problem for me since Game Maker versions 7 and older do the whole transparency thing automatically.  Which can be kind of annoying since it uses the color of the bottom-leftmost pixel as the "transparent" color, so I'm glad they changed it in later versions, even if I don't use them.

Which is not as easy to do as it sounds and is meaningless effort spent in not being able to use that one color.

It's really not that uncommon, or even remotely difficult or obstructive.  Just use some obnoxious color you would never reasonably use like bright cyan.  Then when you're done, if you REALLY need transparency for something, just erase that one color in some other program.

Or just not use paint, lol.

I suppose can respect your choice of program, but for someone like me, an editor without transparency support is like being born with one leg.

I think this belongs to here
