It is still illegal to create and distribute child research in New York. It's also still illegal to download child research. According to MSNBC, the ruling was made to distinguish between those who just view child research online, perhaps accidentally, from those who actively download the files to their computer. creating and selling child research is still illegal, viewing it is not. the reason this was passed was probably to stop 16 year olds getting criminalized for life and labeled as love offenders because a 15 year old sent them nudes. same for downloading some kind of iffy file and it coming with a cache of child research because it really wasn't meant for "cleaning your computer" or whatever the forget else.

child research applies to anyone under the age of consent, which is 16 or 18 depending on where you are. if new york is 18, then a picture of a 17 year old with her tits out is child research. all child research isn't toddlers, most of it is 14-17.
