When I said multiplayer, I don't mean the internet.
If you have your settings through the roof, stuff gets slow.
Your internet connection helps speed it up.
APB has a problem with me, sometimes the lag crashes my PC.
But with Gamebooster it works.

Gosh, there must be a problem with your computer.
Look at the recommended specs at Steam:
Recommended: Processor Pentium 4 (3.0GHz, or better), 1GB of RAM, Graphics Card w/ DirectX® 9, Windows® Vista/XP, Mouse, Keyboard, Internet Connection.

It is, actually. It's a massive multiplayer. You need a good computer otherwise it may lag.

Use Gamebooster. Speeds stuff up. It increases my performance around 40%
1GB GPU, 2.8GHz CPU (6 cores), 1680x1050, 6GB RAM, 10MB/1MB internet, +60FPS, everything maxed. Haven't had the slightest problems. OP's computer uses mine as a backscratcher.


Okay, I might have found a solution.
