There's nothing wrong with early tier-twos. First item? Definitely not. Second or third? Sure.
Because of the low base magic resist a lot of champs have, and the fact that most people want kill lanes, the early entry boots help. Taking about 40 magic resist (28.6% reduction) to 20 magic resist (16.7% reduction) is an 11.9% increase in damage.
This is assuming their magic resist would be at 40 to begin with though. Some may have higher but you have to also consider the entrys you're already getting from runes and masteries. 40 is already giving them a bit of credit.
Let's assume without the boots, they would have 30 MR (23.1%). Reduce that to 10 MR (9.1%). That's a 14% increase in damage.
The enchanted part? 15 move speed for 400 gold? Not worth. Running fast to your base walls? Not worth. I never seen anyone use any other enchants. And they're also more expensive. So those being near last is understandable, unless you need homeguard to defend.
