Mining Operations do count as Colonies, unless you do it on some asteroid, in which case, they only last a year.

Well, you combine the amount of ships you're making. A minimum of 4 ships can be made each brood cycle, the 4 requiring no resources. The resources you gather - 4 = amount of surplus ships you can make. So, without resources, two nations combined can make 8 ships, add more with resources.

The entire Tau fleet moves into combat with the ork ships.

nop, you need to dock at a colony or your home planet, then wait a year (page) to repair those ships.
Or, you can get a engineer ship, which you can build after your third fleet is produced. It has the same stats as a transport but a engineering dock, which is like a mobile repair center that repairs at the same rate as a planet, but mobile.
