Piracy and other internet crimes are the hardest to stop because people can hide much easier.

For Example, if someone can setup an internet network in an undeveloped region of the world they are more likely to be able to pirate and such all they want because no authorities understand the sort of thing he is doing.

It is also because of international tension, the US can't exactly arrest a wanted man in Britain or Greenland.

Also as an added con, these things are some of the hardest stuff to prove.

Anyway, it's funny because I always had stuff with the guy ingame.  Where ever he was admin, he'd pull some nasty stuff behind other's backs.  No matter what, though, he wouldn't admit to it.  Even when we got the appropriate evidence suggesting he was promoting foul play, he would either ignore you or leave.
