40 GB HDD
Windows XP Home Edition

EDIT: It takes around 15 minutes to boot up.

New PC, upgrades will not cut it at all. For something relatively modern you'll have to spend around $1000 not including the OS.
Nah, you'll get something pretty decent and really good at gaming for ~$500

2-3GB of RAM with atleast a dual core processor is usually the standard for a basic home PC.

This doesn't even meet the minimum system requirements for the original Starcraft, lol
