There are so many things wrong with this.
You're trying to create a utopia, already a bad idea. You want to eliminate music and creativity, the two most important things in human history whether you like it or not. And how does this all work, anyway? A democratic society with almost dictator-like laws and regulations that prohibit music and physical achievement, that destroys languages and bans religion? Even if you were to get this sort of thing into place and fully functioning a clock would start ticking until A.) society as a whole falls apart and wars on a massive scale erupt, or B.) your utopia collapses and resets into either a traditional democracy or dictatorship depending on circumstances.
The entire problem is people wanting to force change on the world. Time has proven that it will advance on its own. When you start poking at things you're faced with some serious ultimatums and imbalances, usually resulting in setbacks in one form or another or otherwise the total destruction of your society.
