Can't get everyone out of Africa and move people around. Those lands are sacred to them and they will not agree. They'd rather go down fighting than arrange any stuff. At that point, you will have sparked enormous controversy in the UN.
People will not be willing to simply turn into complete stoics. Second, this cannot be accomplished in a Century's time. One person could not accomplish it. Insanity cannot be passed down to other leaders either.
