also if you guys are trying to figure out how the game should work then I'm kinda confused.
the way it works in starcraft seems cool, why don't you at least discuss it instead of making stuff up from scratch

Players could pick love, age (12-18 yrs), race (Caucasian, African-American, Hispanic, Asian, etc.), District, facial features (scars, blemishes, etc.), hair style and color, face structure (with a system similar to Oblivion perhaps), body type.
Weapon specialties, anyone?
A cutscene could introduce the player to the Capitol, where tribute training could act as a brief tutorial.
then, you're free to join matches in various maps and such. Players could be grouped with other players in similar structure to a lore-friendly Games, with a male and female from each district.
Last player standing wins in-game money which can be spent on HATS

I'm not sure about hats, but I bet you could be able to buy weapons that you can sneak in, and there is a chance that you won't be able to sneak in a weapon. But you could also spend it on other stuff, like clothes, food (cannot be found sneaking in), etc.

the thing with the starcraft hunger games is that looks aren't really a thing, it's just a game and not a silly fashion show like HoN.
Point being you don't sit around in a shop or choose whatever ugly hairstyle before you play the game. You just play the game.
it doesn't matter what hat you're wearing when you're fighting some guy.

I feel like higher-quality weapons should only be found in the Cornucopia, but players can craft relatively low-level weapons out of materials found in the arena.
Also, a combat system somewhat like in Overgrowth.

Its just how in games, if you die, you try again which kind of defeats the suspense of the story and reading it.

My suggestion for that, it would be in survival mode, but you could only try again after the round.
