Kind of hard to do since there's not many good builders around. I've tried this before, i always have to clear people's bricks since usually they are horrible.
Hmm, how about you had to prove yourself a bit before being allowed in? You'd also need a little bit of eventing experience, more if you want to event srs stuff.

There's nothing stopping you from hopping on a server and starting a community build, all you need is some friends and build trust.

Then make more friends if you don't have any.
