I've tried everything, seriously.
[huge list incoming]
I've tried

port forwarding
disabling and enabling UPnP
re-installing RTB
removing RTB
checking my firewalls
checked of viruses
checked my antiviruses

nothing's helping, explanation or help please.

Have you tried an online port checker to verify the port's open?

You might have a "dodgy router" a router that even with forwarded ports won't allow them to join.

This explains why you can't do anything. That's a horrible internet connection.

I can host dedicated or non dedicated. Never had a problem with people joining my server unless my bro was hosting on a different computer. Never did anything in that list either.

this is a pretty big sign that something was done wrong

have you checked and re-checked and re-checked everything to make sure you have port forwarded and set up your static ip correctly?
