Steam will PM your email (the one you use on steam) that you got in. It also will appear on your games list.

Do you have to do something with the Email to get it onto your games list?

how can you tell if you got it or not

check your games list

the people that got in didnt receive an email nor did a notification popup on steam. but they did get a banner that says they got in (the banner looks like the deals when you exit a game).

No
I dont know then when you apply, you have a 100% chance of getting the game or not. It took me a while to get Dota2

It'll be really obvious when you get the Source Filmmaker, but in case anyone wants to know what the banner looks like

Most likely if you have at least one source game.

I think you will be able to use any Source asset.  L4D, CSS, etc.  As long as its Source, you can use SFM and it's assets.  But no commercializing off of Source game assets.
