Yes, off topic is being filled to the brim with pointless forum games, fads, and everything else in between. To put it simple, it's boring mainly because of all the people posting who think "maybe this'll be just as funny as the first time it was posted!" The fact that nobody cares about ask ??? topics doesn't lead people to not post any more. It's annoying.
And no, just because it's called "Off Topic" doesn't warrant you to throw stuff all over the board.
