reboot your computer, that doesn't work update your flash, or update your browser, if that doesn't work reset your browser's cache.

and if none of that works, switch browsers, i countered the same problem with google chrome, that is why i dislike it.

and his specs doesn't really have anything to do with it.

This is because Youtube put in ads that automatically update.  This makes the video freeze up and not respond for a number of seconds or minutes.  I find this horribly annoying.

Resetted browser cache as said before.

I'm pretty sure every computer can run YouTube unless you custom built it with pieces you found at a dump.

Dare I reference the computer next to me? It can barely sustain itself.

And my computer was built from left over parts of real old computers except whats integrated.
And the CPU
It has had tons of rebuilds and everything
It was also my second computer that I got in like 2009.

Or force updating Flash?

I tried it on Firefox but it was laggy as hell.

chrome://memory-redirect/in as a URL and open it and then at the bottom of list of stuff you'll see Shockwave Flash. CTRL click it and choose Force Update.
