escape key doesn't work

a few minutes ago I tried using it, and, gasp, it didn't work!
no stuff
but I used it about 30 minutes ago to close out of a game. since then i've just been drawing stuff on my tablet, and haven't used it at all.
I have no idea what you're supposed to do when keys are being autistic so uh

there are two minus keys so bind escape to the minus key on your number pad if you have one.

If you had photoshop open your esc key wont work.
there ARE other programs that won't let the esc key work either, but that is the one i have to most problems with.
