I think you missed the point.
The Ion Cannon was a crapon that, when launched, spammed particle effects and caused a game-breaking explosion that leveled entire cities.
The addon was quickly Fail Bin'd, but has surfaced several times before. It's still possible to find it floating around. The name "Ion Cannon" sparks generally negative feelings among the community today.
