Probably path signals (the ones that are always red).

they were the bottom left ones, the ones that are green in the UI

so I tried to set up soemthing so i send a oil ship to an oil rig, which takes it back to a dock, and then oil trucks take it too a nearby oil refinery. It worked for a little bit, but now my oil boat just stops at the dock, attempts to load cargo, but is full from its last trip to the oil rig. So now its just going back and forth with a bunch of oil in it. Is there a way to fix this?

Set the rig to transfer oil, it won't automatically unload it if there's nearby taker of oil.
