Not theoretically, fictionally. The space ship appears to stop because the light reflecting off of it cannot escape. That is not time stopping. The people on the ship probably wouldn't even realize they passed the event horizon.

But if you were watching it from afar. Since we can't receive any light from the event horizon, it seems to stop.

well, I didn't really mean to say that time is stopped, I meant that there is an illusion of time stopping.
