Models: Milkshape 3D, Blender, 3DS Studio MAX.
Interiors: QuArK, Hammer, Torque Constructor.
Scripting: Notepad.
Terrain maps: Mission Editor, Paint.

Instead of Notepad (for scripting), get Notepad++. Much better for scripting stuff. And it's free.

Uhm, ok? You should still make 3ds max italic.
Also, to make decals I suggest paint.net, or Gimp, or photoshop.
Pretty much anything but mspaint.

i use milkshape but you can use another

I don't see much of an advantage for Notepad++ over Notepad for coding TorqueScript.  If you want something really good and free, use Codeweaver.  It's a TorqueScript IDE and it works really well.
