if you can get a full even layer at all. if its flowing a molten metal, it will slip right off when the object is pulled out.

metals dont stick to things like fudge, just on a stick waiting to be cooled lol

He's not selling it, so I don't think there can be a lawsuit, and since it is not illegally obtained, he should be fine.

It's not hard to buy cheap titanium guys...
I used to take Welding in high school, all the metals we used were either titanium or steel. He bought that stuff for a dime a dozen.

Just use a cutting torch on a solid titanium block that's roughly the dimentions of a flat crowbar and cut out its basic shape. Use a grinding wheel to sharpen the ends and shape the shaft, a steel saw to cut out the notch, then finally use a brazing torch to heat and bend the ends to the desired angle.

As for laser etching, also not hard.
Or you can do it by making a small weld bead with a MIG welder.

Spray paint and let dry overnight, apply one more coat and repeat.

It's not hard, anybody could do this.
