Help finding an addon?

Hi guys, sorry that there is another "Help I need this addon" post but I have been searching for quite a while now.

But I cannot seem to find jjstorm's city rpg.

Yes I know you are probably thinking "Oh look... someone wants to make a new city RPG, what a surprise."
I have been working on the map I am going to use for a while now and I am almost ready, I just need the right City RPG addon.  And with having a crappy time with iBan's and RPCore I am ready to try something new.

Will this allow me to run the server? Such as all the script, objects, jobs, and more? Or just stuff like weather and effects?

What I am trying to say in simpler terms is this the "whole package"
