Been trying to fix what I assumed was an outdated graphics driver, though when I updated it, the issue of the computer not starting up while not on Safe Mode or pixelating hasn't been fixed.

Specs:
HP Pavilion dv9700 Notebook PC
Windows Vista 64-bit
NVIDIA GeForce 8600M GS
Driver Version: 8.17.13.142

If you need any more information, I'll provide it, but I just have no idea what could be going wrong.

wouldn't reinstalling windows fix this issue?
if that doesn't work its probably hardware related.

could also be a GPU error.
i remember having a related issue, but the screen is all black with grey dots just like that.

also, OP sounds like it doesn't happen in BIOS.

Take a screenshot and post, that will prove whether it's the monitor or not

I don't think Print Screen captures graphical errors.

It's an issue with the GPU. Monitor takes direct input from the GPU, the only time it's the monitors fault is if it flickers or has dead pixels.
