I'm not sure about rifles (I think they have to be put in a gun case if its in public) but you can carry handguns either concealed or not.

i can understand why they did that, they probably were just incredibly overly-cautious and wanted to prevent the chance that the guy was some part of some mass movie theater shootout syndicate

I can't remember if you're allowed to carry a gun in the US if it's either exposed or concealed. My dad (Who knows pretty much everything about America) told me about this once, but I can't remember which.

The right to carry concealed weapons is different depending on the state. Here in lllinois, you can't carry a concealed handgun in public. But if I hopped in a car and drove a few miles over to Saint Louis, on the Missouri side, you CAN carry concealed handguns there. I doubt there's any state that will let you carry long weapons in public.

Open carry is legal and allowed in the constitution. It's sad to see an insane person shoot up a crowd of people.
