I don't quite understand what the pictures are saying.  I am guessing he ran people over in a car?  It's impossible to tell because there's only one line of chat per picture.

At the time yes, he had been running over multiple people, which alone is already against the rules (no spreeing), but then everytime he ran someone over, he would exit the vehicle to avoid demerits.

Lights should just disable vehicle ride-over damage.
It's in the CityRPG common.cs file (atleast for me) and it's when the CityRPG Minigame object is declared.

The proper way to do it is switch seats before you run someone over. You can't be arrested if you didn't commit any crimes

I've seen some people do this at Jorgur's Dogfight too, teamkilling using planes by switching seats right before impact
