I'm missing an obscure special character and it bugs me for no reason

I was looking up some weird punctuation marks (the irony mark "؟" to be exact) and a similar character, the "percontation point", appears as the standard box that denotes my computer/browser is unable to view that character. Apparently it's visually the same as the irony mark (according to Google Images at least), but it bugs me that I can't see it even though I'm pretty sure I could count the people who still use it on one hand. Google gave me no help, what can I do to bring my character library up to speed even though I really don't need to?

Edit: TO CLARIFY: THIS THREAD IS NOT ABOUT AN INABILITY TO SEE THE IRONY MARK (؟), IT IS ABOUT THE INABILITY TO SEE THE CHARACTER AT THE TOP OF THE TABLE ON THIS PAGE

I thought those people were just trying to get it back into common use again, not like resurrect it from the dead or something

If it was actually somehow deleted from virtual existence then I guess I don't need to worry about it though

It's at the top of the table on the right-hand side, if there's a problem you'll just see a giant square

Also in case you guys didn't actually read what I posted, this thread was not about the irony mark (؟), I can see that just fine
