BL_IDs are not given out in order.  A lot of numbers are skipped and some times, BL_IDs are given out of order.
Here's an example that will very well explain it:
1.  A guy buys Blockland on 09/01/2012.
2.  His name is Blockhead40000.
3.  His BL_ID is 40000.
4.  Another man buys Blockland on 09/02/2012.
5.  His name is Blockhead39997.
6.  His BL_ID is 39997.
So, make sure that you don't claim it too late or too early.
And you better hurry, the highest BL_ID right now is 37570 with 30,635 retail Blockland players.
