This assumes one thing -- it can actually be proven that the person obtained the money illegally. The thief also has to have money to give in the first place, however if he doesn't have it -- such as if he gives it to someone else -- there should be a special mechanism to "investigate" and discover where the money went. This could easily turn into an extremely complex system.

Yep. It's a blocko version of what they do in KY and VA.

Shave the side of the mountain off to fit the road's needs.
